  Willis C. Hawley - Wikipedia, the free encyclopedia
Willis Chatman Hawley (May 5, 1864 - July 24, 1941), American politician, was a Republican member of the United States House of Representatives from Oregon.
Born on a farm in the old Belknap settlement near Monroe, Oregon, he attended country schools and was graduated from the academic and law departments of Willamette University in Salem, Oregon in 1888.
Hawley was an unsuccessful candidate for re-nomination in 1932.

The Hawley-Smoot or Smoot-Hawley Tariff Act raised U.S. tariffs on over 20,000 imported goods to record levels, and, in the opinion of many economists, protracted or even initiated the Great Depression.
The act was pioneered by Senator Reed Smoot, a Republican from Utah, and Representative Willis C. Hawley, a Republican from Oregon.
"Hawley Smoot" was used in Harvard Lampoon's 1969 book Bored of the Rings as a magic incantation.

A congressional joint committee, however, in compromising the differences between a high Senate tariff bill and a higher House tariff bill, arrived at new high rates by generally adopting the increased rates of the Senate on farm products and those of the House on manufactures.
Despite wide protest, the tariff act, called the Hawley-Smoot Tariff Act because of its joint sponsorship by Representative Willis C. Hawley and Senator Reed Smoot, both Republicans, was signed (June, 1930) by President Hoover.
The act brought retaliatory tariff acts from foreign countries, U.S. foreign trade suffered a sharp decline, and the depression intensified.

The Smoot-Hawley Tariff was created by the Republican Party in the late 20s.The tariff acquired that name because of the union support by Representative Willis C. Hawley and Senator Reed Smoot.
Although over a 1000 economists voted against the tariff it was still passed.

The 1930s, of course, are exhibit A. To save jobs, two Republicans, Representative Willis C. Hawley of Oregon and Senator Reed Smoot of Utah, crafted a bill to raise a massive tax wall around the U.S. economy.
Signed into law in 1930 by another Republican, President Herbert C. Hoover, foreign trade plummeted, handsomely aided by the retaliatory tax burdens erected by other governments.
The ensuing mass unemployment and desperation throughout the industrial world led to dictators and semi-dictators, who, in turn, took the steps from trade war to actual war.
