The commission began work on the Air Guard plan just as a federal judge in Pennsylvania ruled that the Pentagon lacks the authority to close an Air Guard unit at the Naval Air Station Willow Grove without Pennsylvania Gov. Ed Rendell's approval.
Air Force officials said their overall plan - affecting active- duty, Air Guard and Air Reserve bases - was designed to make the service more effective by consolidating weapons systems and personnel as it moves to a smaller but smarter fleet.
Ultimately, the panel decided to close the base but keep intact the Air Guard unit that was subject to the lawsuit and create an Army Guard and Reserve center.

HORSHAM: Governor Edward G. Rendell today reaffirmed his commitment to retain jobs at military installations throughout Pennsylvania and vowed to fight on their behalf after meeting with officials at the Naval Air Station Willow Grove in Horsham, Montgomery County.
Secretary of Defense Donald Rumsfeld marked Willow Grove for closure along with the Pittsburgh International Airport Air Reserve Center, the Kelly Support Center in Pittsburgh, the U.S. Army Reserve Center in Coraopolis and other smaller reserve military stations across the Commonwealth.
Pennsylvania is home to several critical logistics and supply facilities, including the Tobyhanna Army Depot, the Letterkenny Army Depot, the Naval Support Activity in Philadelphia, the Defense Distribution Center in New Cumberland, Cumberland County, and the Naval Support Activity in Mechanicsburg, Cumberland County.

To demonstrate the technology, the Navy Exchange Building -- 1 1/2 story, 18,000-square-foot masonry structure at the Naval Air Station, Willow Grove, Pennsylvania-- has been retrofitted with two Thermo King cooling units.

The Naval Air Station Willow Grove began in 1926 when Harold Pitcairn constructed a hanger and a grass airstrip in Willow Grove, Pennsylvania.
From 1926 to 1942 he used the airfield for design, development, construction and testing of a number of aircraft, including the Airwing which was put into use by the United States Postal Service.
Following the war it became a reserve training station, a duty it continues to this day.

In 1994, the station’s name was changed to Naval Air Station Joint Reserve Base, Willow Grove, to accurately depict the population and efforts of the station.
Following the end of the war, Willow Grove was designated a Reserve training station under the Chief of Naval Air Reserve Training.
The naval aviation unit that first occupied what was to become NAS JRB Willow Grove originated in 1929 at the Rockaway, NY training school with 16 officers, 53 enlisted men, four seaplanes and seven land based aircraft.
