We use towing as a means of training new pilots, training more experienced pilots in an over water environment where maneuvers can be performed with relative safety, and as a means to bring a hill to locations where none exist to facilitate cross country flights where ideal flying conditions exist.
Consider the number of times you have found the ideal tow road, except the wind always seems to blow 90 degrees to the road, and there is a gnarly barbed wire fence along the downwind side of the road.
The Scooter Tow Winch uses a very efficient 4 stroke, water cooled engine with a torque converter to smoothly tow solo and tandem paraglider pilots aloft.

 Skysailing Ontario: Towing Methods
The towing winch can be thought of as a portable slope.
Where hills are not available, the winch allows the flexibility to tow in any direction, and any height, from 10 to 3000 ft. Only poor weather conditions can put a damper on flying.
As comfort level and ability improve, towing height is increased to permit gentle turns combined with stand-up landings.

The tow truck body must comply with all state laws pertaining to fenders and lighting equipment, and have an appearance similar to a commercially manufactured tow truck body.
Only towing companies licensed under paragraph (3) of this Section shall be permitted to tow any illegally parked vehicle from any licensed or unlicensed parking lot, from private property, from any common driveway and from in front of any driveway where the vehicle is blocking access to that driveway.
Neither the towing company, owner of the property from where the vehicle was towed nor any other person may charge the vehicle owner or operator any other charges, amounts or fees in connection with the towing and storage of the vehicle.

Tow force is regulated by changing the speed of vehicle used for towing which basicaly depends on wind speed and is rarely more than 40 km/h (back wind).
Besides there is an option of pulley towing, which is anchored on one side of towing path and towline is laid along the whole towpath lenght; pilot is on one side of towpath and vehicle and pulley on the other.

The towing hook can be used with a winch to pull the Insight onto the truck, and the tie down holes can be used to secure the vehicle to the truck.
To install the towing hook, first wrap the flat end of the jack handle or screwdriver with a soft cloth to prevent damage to the painted bumper surface, and then pry the cover off.

Hang Gliding / Paragliding Association of Canada Towing Procedures Manual
Since the tug's minimum towing speed may be fairly high for the hang glider, the glider may have a strong nose-up tendency, which can be reduced by using a two-point bridle, where the second point is the carabiner, or on the keel at or forward of the hang point.
The tow line connects via a weak link to a pair of ropes, a short one which goes over the control bar and a longer one which is slack enough to go under the control bar, then their ends are clipped into the twin release mechanisms.
A dual bridle attaches to the tow line by a short length of rope which is routed over the control bar to the dual release on the pilot's harness, and by an approximately 1 m longer length which is routed under the bar to the dual release and is slack during launch.

Towing: Platform Launch, Payout Winch   (Site not responding. Last check: )
The winch is a machine that provides a constant line tension while paying out (or pulling in) the rope during a tow.
The reasoning behind the winch is that we can tow on a narrow strip into most any wind direction without the rope ever touching the ground (crop, fence, road, power lines etc.).
Driving the winch may at first sound and look complicated but really there is not much to it, the worst mistake you can make is driving too slow, if you drive too fast the winch simply pays out more rope, so the rule of thumb is 'if in doubt - drive faster'.

 Scooter Mania
Foot launched towing had dropped in popularity in Texas with the advent of the payout winch and platform launch, but the original center-of-mass tow system using a v-bridle attached to the pilot and to the glider came from Texas and I considered that method for a while.
As the pilot gains skill, he can be towed gradually higher, until he is high enough to fly a pattern which brings him back to the takeoff spot.
This allows the tow tension to be measured simply by restraining the scooter from moving with a tension gauge.

Winch or Auto Towing can produce high loads, but if the Auto-Winch placard speed is observed, this will be within safe limits.

The Henleys were finally withdrawn from service in mid-1942, probably to the relief of all concerned, and replaced by Boulton-Paul Defiants modified to the task, and by the purpose-designed Miles Martinet target tug.
