I changed the "Winchester" page to redirect to "Winchester (disambiguation)" after a discussion on IRC, though if it were put to the vote I'd be for having it redirect to "Winchester, Hampshire".
Canterbury, Kent, Lincoln, Lincolnshire, Salisbury, Wiltshire etc etc - this page was named "Winchester, England", I just moved it "Winchester, Hampshire" - that has nothing to do with whether "Winchester" should point to this page or the disambiguation page though.
As a well-known English city and the former capital, Winchester is sufficiently well known in comparison to the places named after it to get the primary page, with a note at the top to avoid confusion.
