At the resulting by-election there was a further 19.9% swing against the Conservatives to make this nominally the safest Liberal Democrat seat in the country.
A 7.4% swing handed Liberal Democrat Mark Oaten a two-vote victory at the 1997 general election, but the Conservatives succeessfully challenged the result in the courts.
Nevertheless Winchester is at the constituency’s centre, as it has always been.

The 1997 election result - a Lib Dem victory by 2 votes - was the closest since 1931 while it stood, but it was re-run in November 1997 and the Lib Dem Mark Oaten was re-elected by a majority of over 21,000.
Winchester now looks one of the safest Lib Dem seats; although this is somewhat illusory because of the odd circumstances of 1997, the Lib Dems are favourites to hold off the Conservatives.
The seat is coterminous with the City of Winchester District, which was a notable Lib Dem victory in the elections of May 2000; they made a net gain of 2 seats from the Conservatives on a high turnout for a local election of 40% (although the Tories were slightly ahead in share of the vote).

The Labour Party got one of their worst ever results in a parliamentary election, in part because they hardly campaigned at all and instead focused their priorities on a by-election in Beckenham held on the same day.
The rerun election was held on November 20.

The Winchester by-election was held after the High Court upheld an election petition brought by the defeated Conservative candidate, Gerry Malone, on the grounds that ballot papers which did not bear the official mark could have affected the result.

The media unaccountably ignored the City Council by-election in King's Norton ward in July, notable for the fact that Phil stood as a candidate - for the cost-effective reason that we could re-use Miriam's posters from last year.
One election a year is probably more than enough for most people, but this year we've been involved in three!

Seventeen by-elections were held to fill causal vacancies; more than in the preceding Parliament which lasted a year longer and had more Conservative MPs who are generally older and at more risk of dying during a Parliament (and, arguably, at more risk of resignation-inducing scandal) than Labour MPs; make of this what you will.
There were no vacancies for which by-elections were not held because of the approaching dissolution.
The consistently poor performance of the Conservatives is only partially explained by the fact that there were no by-elections in marginal Labour seats; the result of the following general election suggests that there were other factors at work.
