Windows-1251 provides compatibility with M$ Windows and it is is by far the most popular charset for nearly all slavic languages.
Windows-1251 support in the kernel is needed to visualize MS Windows filenames in cyrillic while the console and X Window system are localized in windows-1251.
Install windows-1251 fonts for X Windows and make sure thay are before other fonts in the path.

а как быть, если дамп в 1251, а всеравно вопросики?
Или переведите mysql в 1251 или дамп в нужную кодировку.

  International Character support
Windows 2000 and XP may be set up so that "western" developers can see non-Western characters, both in FindinSite-CD-Wizard and FindinSite-CD running in a browser.
In Windows 2000 the default system locale must be set appropriately for this to work, eg set the default system locale to Japanese if you want to use FindinSite-CD to search for Japanese words.
Windows 2000 is not using Chinese as its system default locale so FindinSite-CD-Wizard cannot display this character properly in the words list.

Of course, it is correct, since Windows applications usually should work with the windows codepage.
But the Cyrillic X11 keysyms, which I input from my keyboard, are recognized by wine as koi8, and it is strange, since, I think, the keyboard encoding should match the encoding used for screen.
So I recommend to change 20866 to 1251 at least for one Russian keyboard described in the file keyboard.c (there are 3 Russian keyboards in this file).

I was asked about our use of the windows "ansi" code page names, as used in things like MIME types, http content-type tags, etc. Each "code page" has a name that most accuratly round trips back to the same code page, which I've listed as the "preferred name" below.
Additionally, when you ask for a code page matching a name, some code pages have several aliases that map to the identical behavior.

This will make the IE 3.0 display your Mail and News messages in KOI8-R. Specifically, KOI8-R Mail and News messages will be translated to CP1251 and displayed using the CP1251 Cyrillic font sitting in the Cyrillic section of the standard New Times Roman TTF font.
Also MS IE will translate what you type from CP 1251 to KOI8-R. Therefore it is important to set Keyboard Switcher into CP1251 (not KOI8-R) mode (it is called simply Russian in NLS switcher).
