Windows 98 - Wikipedia, the free encyclopedia
Windows 98 Second Edition is designated by the internal version numbers 4.10.2222A or 4.10.2222B if it has been updated with the Security CD from Microsoft.
The release of Windows 98 was preceded by a notable press demonstration at Comdex, in April 1998.
Although the upgrade sold well from the outset, Windows 98 was substantially larger and slower than Windows 95 and the original release had a significant number of compatibility and stability issues.

So Windows 98 SE isn't dramatically different from Windows 98, but then that's the point: This is a minor upgrade, not a major new release (indeed, the version number is still 4.10 as it was in Windows 98, though the build number has increased from 1998 to 2222.
Windows 98 isn't a major upgrade such as Windows 2000, but it is an important milestone in the Windows family.
