I have the same problem, except i use the show desktop icon in DS and when i click it the start bar disappears, normally to get it back all I got to do is to hit the show desktop button again.
I think it has to do with how DS is drew to the windows and how windows interprets it.

It should send the Window Key keypress as just another key event, instead of allowing the OS to process it.
The key will be to use the correct window class name that corresponds with the system window that processes the Windows key.
For those of you trying to follow this, a "window class" is not the same thing as a C++ Class.
