Of course, it is correct, since Windows applications usually should work with the windows codepage.
So I recommend to change 20866 to 1251 at least for one Russian keyboard described in the file keyboard.c (there are 3 Russian keyboards in this file).
But the Cyrillic X11 keysyms, which I input from my keyboard, are recognized by wine as koi8, and it is strange, since, I think, the keyboard encoding should match the encoding used for screen.

As for windows-1251, I've already made some files to support that codepage for pmwiki 1.0.8, so I can upload them to you to replace existing iso-8859-5 structure on the PmWiki site (because that ISO codepage is not as spread as 1251 here).

Говоря проще: ни в Unix нельзя ставить кодировку windows-1251, ни в Windows кодировку KOI8-R (в качестве решения,а не временного хака), несоблюдение этого простого условия приводит к тяжким последствиям, путанице и массе лишних операций.
