Windsor Terrace is a neighborhood in Brooklyn, New York, USA.
Largely residential, Windsor Terrace is home to mainly Irish and Italian-American families, many having settled in its brick rowhouses and small woodframe homes when the neighborhood was first developed at the turn of the century.
Over time, Windsor Terrace has become increasingly diverse including large numbers of Latino and Hispanic people, in addition to a recent influx of young professional families as a result of gentrification.

Windsor Terrace is a neighborhood in northwestern Brooklyn, bounded to the north by 7th Avenue and Prospect Park Southwest (formerly Coney Island Road), to the east by Prospect Park Southwest, and to the south and west by Green-Wood Cemetery.
Once covered by John Vanderbilt’s farm, the area was sold to developers in 1849 and became the village of Windsor Terrace in 1851.
It remained a small settlement at a crossroads until 1900, when row houses were built throughout the area; many of these were soon occupied by workers, and a few continued to be occupied for several decades by descendants of the original owners.

This position is based on the reality that when you send a letter to Brooklyn the address is Brooklyn, NY and not NYC, NY.
So in conclusion Brooklyn is a city, but NYC is not (unless by NYC you mean Manhattan).
