The Winter Hill Gang is a loose confederation of Boston, Massachusetts area, mostly Irish-American organized crime figures.
While Winter Hill Gang members are alleged to have been involved with most typical organized crime related activities, they are perhaps most known for fixing horse races in the northeastern United States.

Boston.com / The search for 'Whitey' Bulger
Winter's version of underworld events sharply contradicts that of former FBI agent John J. Connolly, who persuaded Bulger to turn informant in the fall of 1975.
Winter burst out laughing at Connolly's claim, insisting it was only last year, when the FBI acknowledged the ties, that he learned Bulger and his partner, Stephen ``The Rifleman'' Flemmi, were longtime FBI informants.
Winter's friendship with Flemmi dates back to the early 1960s, when they were both working for Somerville gang boss James ``Buddy'' McLean, who was gunned down in 1965 during the Irish gang wars.

Despite the fact that the Winter Hill Gang and La Cosa Nostra were often rivals, members of the two groups frequently cooperated in criminal undertakings.
While the evidence demonstrated that Bulger, Flemmi, and others were associates of the Winter Hill Gang, it also demonstrated that they were members of a separate enterprise dedicated to their own protection and the advancement of their own criminal activities.
Moreover, Bulger told Weeks that Connolly, who was not a member of the Winter Hill Gang, was nevertheless "one of ours." The jury could therefore have readily inferred the existence of a continuing unit which included Connolly and was distinct from the Winter Hill Gang.
