A wireframe is a description of the vertices and edges of a three dimensional object, specified by x, y and z coordinates.
Wireframe systems do not normally perform ``hidden line removal'' and the operator must therefore specify the visibility of each edge and vertex for a given projection.
Wireframes are not sufficently powerful for many spatial reasoning tasks, because it is possible for a single wireframe to represent several different objects, depending on what spaces in the frame are filled - wireframes are ambiguous.

Finally not much gives me horror as much as hearing an IA say wireframes are a major part of their value, or critical to their work (assuming they are doing IA as a pure role, with a visual designer as their team mate).
Using the wireframes we (the visual designer) and myself were able to replicate the problem areas, but also able to get logical structures that we could present to the client.
The wireframe allowed us to not only tie the content we were given to the site structure in a half hour meeting, but pointed out problems with the layout that we needed to tweak to improve findability.

Wireframes are technical documents and should be treated as such.
Wireframes are clearly better than functional specs, use cases, and other forms of abstract requirements documents, but they are still too abstract for those not in the industry.
Rails has kept me awake some nights, trying to figure it out and make it work, but wireframes almost 100% of the time are only beneficial to the developer, and what I mean by that is: By wireframing to thyself you better visualize the contents and the paths of workflow.

Wireframes are therefor more general that a paper prototype and are designed for the use of the development team.
Paper prototypes tend to be an extension of the wireframes, with comments removed, and all the various possible paths filled in, allowing the prototype to be tested.
Also while wireframes by their nature tend not to have any design treatments applied to them (hence the term wireframe), paper prototypes can often include the design as well as the informational layout.

I have "wireframes" checked in ortho and 3D and if I switch them on or off the skin switches on and off but not necessarily the wireframes.
Interestingly, the wireframes show if that area of the model is brought into touch with the screen edge.
At first all the wireframes were displayed in ortho views but I maximised top view and then zoomed slightly and the wireframes imediately vanished.

One thing about the new article is it talks a lot about page description diagrams which are an interesting way to do IA shorthand.

Jeff Lash has an article at Digital Web with the great idea of creating wireframes in XHTML/CSS, that way changes can be easily made and incorporated into the colour version later in the project.
Gabe Zentall has been nice enough to share with everyone his User Interface Library for prototypes and user interface schematics if you plan to use a paper based or PowerPoint type presentation, these are an excellent aid.
