On the advice of their followers, Onjo built a town in Wiryeseong (current-day Seoul, South Korea) and called his country Sipje (meaning "Ten Vassals"), but Biryu chose to live by the sea, building a town in Michuhol (current-day Incheon, South Korea).
Throughout this early period of Baekje, the capital was frequently moved from one point to another for strategic reasons.
The northern and southern locations came to be known as Habuk (north-of-the-river) Wiryeseong and Hanam (south-of-the-river) Wiryeseong.

Remants of the fortress wall of the Baekje capital of Wiryeseong, now located in southern Seoul (May 2004).
According to the 12th century Korean history, the Samguk Sagi, the founders of Baekje, the brothers Onjo and Biryu, built Wiryeseong in 18 BCE.
Biryu's capital was unsuccessful, perhaps due to the salinity of the earth around Incheon, and the newer Wiryeseong became the early capital of the Baekje kingdom.

The sons of Jumong from his new marriage, (Onjo and Biryu), realizing Yuri would succeed Jumong, decided to head south with their people, along with ten vassals.
Onjo settled in Wiryeseong (maybe present-day Seoul), and called his country Sipje (meaning "Ten Vassals"), while Biryu settle in Michuhol (maybe present-day Incheon), against the vassals' advice.
The salty water and marshes in Michuhol made settlement difficult, while the people of Wiryeseong lived prosperously.
