Award-winning New Zealand writer Witi Ihimaera (The Matriarch, Tangi) was inspired to write Whale Rider in 1985 while living in an apartment in New York overlooking the Hudson River.
The sight of a whale spouting on the river in 1985 reminded Ihimaera of his people's legend, and led to his story about young Paikea and her grandfather, Koro.
Witi Ihimaera said he was inspired to write the book on which the movie is based after his two daughters complained how unfair it was that movie heroes were always male.

The Whale Rider : Reviews, Prices, Deals
In Ihimaera"s skilful characterisation gender stereotypes are subtly subverted in Kahu"s increasing strength as the story unfolds and in Nanny Flower"s, Koro"s wife, fierce indpendent streak who is constantly threatening her husband with a divorce.
From this dramatic opening, Ihimaera weaves a magical story blending myth and reality in equal measure bringing to light questions such as the importance of history, the role of the family, the interaction of man with his environment, conflict between generations and how the past inextricably shapes the present.
Ihimaera writes with shimmering briliance blessed with a poetic eye for detail and imagery mirrored, perhaps, by his love of nature in all its elemental beauty.

Ihimaera acknowledges that the coming of the Pakeha and the signing of the Treaty (to which his own family never set their moko, or sign) diminished Maori sovereignty and frayed what he has called 'the rope' of Maori culture te taura tangata that stretches from the beginning to the end of time.
Witi Ihimaera was born in 1944 in a small village near the remote East Coast of the North Island, the 'Waituhi' of his fiction.
In Ihimaera's early fiction the losses of mana and land that have occurred since colonisation are strongly condemned, but the traditional past remains a constant and important presence in the form of the village of Waituhi which is still there to be visited.

My understanding is that Witi Ihimaera's Whale Rider (1986) was the first Maori novel to be published in New Zealand.
In the summer of 1986, when Maori writer Witi Ihimaera was serving in Manhattan as New Zealand's Consul General, an errant whale took a wrong turn and wandered up the Hudson River.
It put Ihimaera in mind of an ancient legend from his home half a world away, about a chief who rode in from the sea on the back of a whale, and began the proud lineage of Whangara chiefs descending through the firstborn son.

As in many of his books, the decline of traditional Maori culture is of major importance but Ihimaera never reveals enough about their traditions, legends and society to make the reader a sense of place or to empathise with young Kahu, her family and the troubles of their tribe.
