Wloclawek was built as part of the so called central canal, a big concrete pipe which was supposed to direct the Vistula water to the Silesia region where it was necessary to create the new, luminous era of socialism with a human face.
Building a fall in Ciechocinek to support the fall in Wloclawek assuming that it will be the last fall of the cascade and as such it must be secured properly in the lower station.
It is obvious as this approach was a continuation to the project of water falls to which the existing fall in Wloclawek belongs.
