Spartan is the licensee of WSPA-TV, Channel 7 (CBS) Spartanburg, South Carolina ("WSPA"), whose Grade B contour overlaps the Grade B contour of WNEG.
To permit common ownership of WNEG and WSPA, Spartan proposes to operate WNEG, which is currently a full-service station, as a satellite of WSPA, and requests grant of its assignment application pursuant to Note 5 of Section 73.3555 of the Commission's rules, which exempts satellite stations from the duopoly prohibition.
Spartan asserts that Toccoa is underserved under the transmission test because WNEG is the only television station licensed to the community and the only other channel allotted to Toccoa has long remained vacant.

 Lawsuit 2006: Outrageous Conduct
I would like to respond to a recent WNEG editorial about some Southern-heritage-related events in Toccoa, and the resulting civil-rights lawsuit in which I am a plaintiff.
You state: "The suit centers specifically around reports related to the arrest and subsequent conviction of one group member who allegedly threw a rock at a school bus full of children." The established fact is that the rock-throwing was a complete fabrication.
We maintain and are confident of proving that important Stephens County officials and newsmedia knowingly fabricated and/or mishandled the rock throwing accusation and others of its type -- and that this has led to the legal lynching of an innocent local man with no previous criminal record.

The Toccoa Record and Radio Station WNEG AM 630 are partnering to spearhead a community fund-raising effort.
Phil Hobbs, vice president and general manager of WNEG, said he hopes other events will be coordinated to occur either the day of the fund-raiser or the day prior.

Living in a small community has its advantages - less traffic, more peaceful - but it does pose just as many disadvantages, like lack of media outlets.
In our fair town, we are covered by one local TV station (Channel 32 WNEG) and one newspaper (The Toccoa Record) and one radio station (AM 630 WNEG).
We also get "sniffed" by other larger-market media outlets that are within a stone's throw away, but we're usually confined to side bars or the later pages.
