At the time the art gallery and the art school together were seen not just as having a role in cultural enlightenment and moral uplift but also as having a role in industry and commerce because of the contribution they would make to industrial design.
A picture gallery at the centre of such a town as this is an inexpressible relief, and cannot fail to exercise a beneficial influence on the inhabitants.
Now the art gallery occupies the original building, the part behind which was originally the art school and the brick building beyond that which was originally an addition to the art school.

Philip Horsman, a Wolverhampton industrialist, presented a building to the town of Wolverhampton for use as an art gallery in the 1880s, and after some struggle, a local bill was passed to increase to library rate in order to raise some money to buy pictures.
In few towns in England was an art gallery so imperatively required as at Wolverhampton, for, speaking frankly, it is a dismal place.
Central Wolverhampton now is pleasant and compact, however dismal it might have appeared in the last century.

The School of Art moved from Darlington Street in about 1884 to a new building at the rear of the art gallery.
It was built at the same time as the art gallery and designed to be architecturally part of it.
As the School of Art was not then designated as a Municipal School of Art, and was located in Darlington Street, it seems highly unlikely that this building was erected in the 1870s - and if it was, then it was not, at that time an art school.

Ever since Wolverhampton Art Gallery first opened its doors on 30 May 1884, it has been a distinctive part of the town centre, both as a fine Victorian building and as the corner-stone of a borough-wide public service, that now encompasses branch museums at Bantock House and Bilston.
This remains the largest single collection of fine art to have been acquired by the service, although other notable donations of enamels, oriental art and dolls were to come later, culminating in the bequest of Bantock House and its collections to the town in 1937.
The Art Gallery is being extended into all the adjoining buildings along St Peter's Close which used to house the old School of Art.
