The Town of Woodbury, which is comprised of the hamlets of Central Valley and Highland Mills; and the area which was formerly known as the hamlet of Woodbury Falls, was officially created on December 19, 1889 by an act of the Orange County Board of Supervisors.
Often known as the "Gateway to Orange County", Woodbury is located in the southern portion of Orange County, New York at the intersection of Route 6, Route 17, and Exit 16 (Harriman) of the New York State Thruway (Interstate Route 87).
Woodbury Common is the beautiful Arden House, a mansion originally built by E.H. Harriman, the railroad tycoon, as a summer home for his family.

CHAPTER V. WHEN Woodbury county was organized in 1853, the local government was vested in what was termed the "county court," which consisted of the county judge, the district clerk and the sheriff.
County Court.-The first pages of "Minute Book A," the official record of the county court, contain but little, except entries of the amounts of small bills allowed for sundry items, and generally for service rendered by some one of the county officials.
In June, 1873, Woodbury county was still without a court-house, for the board paid a bill of rent to Booge and Spalding, amounting to 8225, for the quarter ending June 10, that year.

Mary Birks Thompson died shortly after arriving in Woodbury County (in 1883) and is buried in Good Hope Cemetery, in northeast Woodbury County, which was to become the Taylor Family burial site.
George brought his family to Woodbury County because a friend told him of the good farm land in northwest Iowa which did not have to be cleared of trees before breaking the sod and planting crops.

A portion of Interstate 29 was closed this afternoon after the truck driver told workers at a weigh station in Woodbury County that he had a bomb on his truck.
The driver quickly admitted it was a joke, but officials took the threat seriously and the Woodbury County Sheriff's Department set up a command post and the north and south bound lanes of the I-29 were closed.
Lieutenant Rob Hansen of the Iowa State Patrol says the interstate is still from the I-29 exit 135 north of Salix to the I-29 exit 127 near Sloan.
