During the development of CAR 303 it was determined that the issue of the addition of the word "Rescue" to the regulation title could not be resolved in a timely fashion; therefore, a Working Group was struck by the chair of the Technical III Committee and tasked to provide recommendations.
They determined that the addition of the word Rescue to the title of CAR 303 would more accurately summarize the provisions of the regulation and standard and that the addition of this word would not, in itself, require changes to any other part of the regulation or standards.
The recommendation, by the Working Group, to add the word "Rescue" to the title of CAR 303 with the understanding that the regulations would not be required to be changed "simply and solely as a result of the addition of the word "rescue" to the title" was unanimously accepted by the Technical III Committee members.

Rescuing a suspended worker presents unique logistical challenges – such as high elevations and access-impeding obstructions – that can flummox emergency personnel, and Wingfield says he's aware of instances in which rescue personnel failed in their efforts to save a suspended worker who had survived the fall.
The agency cautions that "some authorities advise against moving the rescued worker to a horizontal position too quickly," which "is likely to cause a large volume of de-oxygenated blood to move to the heart, if the worker has been suspended for an extended period." This can lead to cardiac arrest.
If rescue can't be performed in a prompt manner, and self-rescue isn't an option, Dunn recommends having suspended workers keep their legs moving to "keep the blood pumping," reducing the risk of venous pooling.

While one or two designated airports in Canada voluntarily provide the resources necessary to effect the rescue of trapped passengers in a timely fashion, this major public safety issue is deserving of a national standard that is applied evenly at all designated airports in Canada.

We not only accept birds that can no longer be kept by their owners but we have taken in birds that were abandoned in a house to die, birds that have been found outside that were in immediate danger, and birds found living in horrid conditions that needed immediate veterinarian care.
Most parrot rescues are run by a small group of animal lovers working full time jobs and trying to help as many birds as they can in their spare time.
