Speech balloons (also speech bubbles, dialogue balloons, or word balloons) are a graphic convention used in comic books, strips, and cartoons to allow words (and much less often, pictures) to be understood as representing the speech or thoughts of a given character in the comic.
There is often a formal distinction between the balloon that indicates thoughts and the one that indicates words spoken aloud: the bubble that conveys subjective thoughts is often referred to as a thought balloon.
By the start of the 20th century the use of word balloons was ubiquitous, and since that time only a very few comic strips and comic books have relied on captions, notably Hal Foster's Prince Valiant and the early Tarzan comic strip.

Word 2002 is much more of an upgrade than was the last release of Word.
The notes are color coded for different editors, and their comments can appear either in word balloons in your document's margin, or in a separate pane at the bottom of your screen.

The lettering and word balloons in "24 Hours" also use a wide range of visual cues other than placement in order to describe the intention of the text.
Text is bolded to indicate words of emphasis, and color is used to distinguish between text from the narrator and narration told by a character within the comic.
A word balloon should appear on the screen and remain there just long enough for it to be read before the next balloon appears.

Hill cleverly uses different style word balloons for his two characters, the man’s is rectangular while the woman’s is round, which enables the reader to more easily follow the conversation.
A sense of time and space is skillfully created by varying panel size and the location of the word balloons (more particularly where the word balloon’s arrows point).
Blank panels, or long panels with a word balloon at the far right side create a sense of time passing, while the distance between the two characters balloons allows the reader to see the space between them.

For example the double 'c' in the word 'accident' would transpose to 70, because the sound produced is 'ks', as in 'axe'.

The balloon appears in the margins of your Word document to avoid hiding text or affecting the layout of the document.
Microsoft Word cannot always display the complete text of a comment in a balloon, or there may be too many comments to easily read the comments in balloons.
You can turn off the balloons and use the ToolTip or the Reviewing Pane to view the comments, but there is no way to revert to the Comment feature in earlier versions of Word.

Usually this is a result of putting the word balloons in after the pencilling stage and the lettering after the word balloons.
It you do a quick stick figure and then rough in the dialogue and put a nice balloon with breathing room for the lettering and the whole thing doesn't 'fit', you can trim back on the dialogue, or change the position of the figure without having to erase a few hours work to do so.
The words have to look as if they were meant to be there all along or they are going to look like a sloppy after-thought.
