  ASU Libraries: Flexible Workweek Schedules
Flexible workweek schedules are any work-schedules significantly outside of a "standard" 8:00 AM - 5:00 PM or 9:00 AM -6:00 PM 8 hour/day, 40 hour/week work schedule.
Flexible workweeks are not an individual's right; they should offer a positive benefit to the department as well as to the individual requestor and should have a minimal negative impact on departmental and team operations.
The impact of flexible workweek schedules on the department increases with the number of persons on flexible schedules; though there is no specific "cutoff" on the number of requests/requesters, multiple requests will be considered accordingly.

The American five-day workweek was established in 1932 by President Herbert Hoover as part of the Economy Act.
This has been done both on a national level, as in France's 35-hour workweek, and on the company-union level, for example the agreement between Volkswagen and its union to temporarily reduce the workweek to 29 hours to preserve jobs.
Also, some nations enforce their workweek policies more stringently than others, the United States being an example of a country where workweek policies are not strictly enforced.

A workweek is defined by the Fair Labor Standards Act (FLSA) as a period of 168 contiguous hours during seven consecutive 24-hour periods.
Nonexempt employees with a regular workweek of 35 hours will be compensated at their regular hourly rate for hours worked over 35 up to a maximum of 40 in any one workweek.
When the workweek includes hours for which premium pay is owed, premium pay will be included with other compensation to determine the regular hourly rate on which overtime pay is calculated, unless otherwise provided by law.

Second, it is considered a useful indicator of labor market conditions: a rising workweek early in the business cycle may be the first indication that employers are preparing to boost their payrolls, while late in the cycle a rising workweek may indicate that employers are having difficulty finding qualified applicants for open positions.
To understand the importance of these changes in the workweek, note that a one tenth decline in the average workweek of 120 mln workers (roughly the current level of employment) results in 12 mln fewer hours worked.
Needless to say, the workweek data are therefore critical in judging the overall strength or weakness of the employment report.

Therefore, the four-day workweek (1) might be best for new hires; (2) be used as an alternative to layoffs or future layoffs if such are indeed necessary; (3) used for that part of an organization where there is an on-going underutilization of personnel, i.e., some teller lines.

At a press conference on Tuesday Minister of Labour and Immigration, Vincent Peet said that after consultation with various labour and employers union representatives, the government decided that it would be in the best interest of the country to move forward with the 40-hour workweek, consistent with the provisions of The Employment Act 2001.
As a result of a reduction in the workweek, Minister Peet said the government does not anticipate a reduction in salary for employees who are being paid daily, weekly, bi-monthly or monthly.
He appealed to all employers to be just and fair in their dealings with employees, and any employer who changed a daily- weekly- bi-monthly- or monthly-paid employee to an hourly paid-position, would be guily of an offence against the Act.
