The World Trade Center Memorial Foundation, Inc., was formed as a 501(c)(3) non-profit corporation to raise funds and manage the planning and construction of the memorial.
World Trade Center Memorial Foundation member Debra Burlingame wrote in the Wall Street Journal that the center would have a mission that had nothing to do directly with the events of September 11 and could potentially criticize American policies.

The World Trade Center Site Memorial Competition was an open, international memorial contest, initiated by the Lower Manhattan Development Corporation (LMDC), as per the specifications of architect Daniel Libeskind, to design a World Trade Center Site Memorial (later renamed the World Trade Center Memorial) on a portion of the World Trade Center site.
On March 5, 2002, Govenor Pataki, Mayor Bloomberg, and the Lower Manhattan Development Corporation (LMDC) jointly announced plans for an interim memorial to the victims September 11, 2001 and February 26, 1993 World Trade Center attacks.
When the area was excavated to construct the World Trade Center, the earth was used to build Battery Park City, a neighboring residential community.

The memorial could be two towers of the same height as the old ones, only shells, made of steel and plexiglas, and an elevator or elevators would carry you up to the floors where the planes hit and the memorial would be on those floors.
One memorial should be for all of the victims that lost their life in the tragedy, including in innocent people that were killed in the planes that crashed into the buildings.
A memorial is of the utmost importance and it should honor those who's lives were innocently lost and those who gave their lives in the line of duty.
