In fact, Worldcon attendees vote for the winners of science fiction literature's most prestigious award, the Hugo, and the awards ceremony is the centerpiece of each Worldcon.

Worldcon runners chipped in to help salvage the Worldcon, and fans from around the world ignored the problems and still enjoyed themselves, proving once again that the Worldcon is bigger than the hosts.

Worldcon will always be an event that the majority of fans around the world cannot afford to go to.
It is expensive for them to get to North America to attend Worldcons, the language barrier forces them to rely on Westerners to make their case for them, and cultural differences resulted in their not being comfortable with the sort of gung-ho campaigning that we normally see from Worldcon bids.
