Having only one hour between weigh-ins and wrestling, in conjunction with the random draw that provides an equal chance for each weight class to compete within the one-hour period, reduces the incentive to dehydrate because there is insufficient time to rehydrate.
The purpose of the certification is to establish a permanent healthy weight class for each wrestler early in the season, eliminating the incentive for severe and rapid weight loss at the end of the season.
In addition, should a wrestler compete at a higher weight class than his certified class after December 7, he is not permitted to return to his certified class for the remainder of the season.

Until 215 pound class was added last year, the previous shake up in prep wrestling weight classes came 14 years ago when the 98 pound class was bumped to the current 103 and the number of weights increased by one to 13.
The last WIAA 98-pound champions were Aric Soderbloom of Stoughton in Class A, Greg Gibbons of Arcadia in Class B and Scott Wirkus of Edgar in Class C. It wasn't until 1991 that the classes were renamed divisions.
There may come a day when the minimum weight is increased, but for the time being the 103-pound class is here to stay and the little big-men still have a place to shine.

I have found the class to be the most optimal learning environment since the educational process is extended and reinforced over a longer period of time and the athlete is required to demonstrate knowledge of the material covered.
The class featuring mock interviews between athletes and agents (to prepare athletes for Agent Day) was well-received by both athletes enrolled in the class and others who voluntarily audited it.
Considering the differences in all the lower weights, it seems only logical that a 215- or 220-pound weight class is needed in the gap between 190 pounds and 275 pounds.

Seeing as how the average women's weight in Joshi is between 120-160lbs, I see the junior division as more of a difference in style rather than weight.
Joshi is (or at least was) very weight class-conscious, and Manami Toyota seems to have been very much the exception among the KANSAIs, Kongs and Nakanos winning the WWWA heavyweight championship title.
