The New Yorker: Fact   (Site not responding. Last check: 2007-10-12)
Writers have probably suffered over their work ever since they first started signing it, but it was not until the early nineteenth century that creative inhibition became an actual issue in literature, something people took into account when they talked about the art.
Not everyone agreed that writers were mental cases, but a number of psychoanalysts did, and their loudest spokesman was Edmund Bergler, a Viennese émigré who in the forties and fifties put forth what is probably the most confident theory of writer’s block ever advanced.
Blocked writers are now being treated with antidepressants such as Prozac, though some report that the drugs tend to eliminate their desire to write together with their regret over not doing so.

Writer's block - Wikipedia, the free encyclopedia
Writer's block can be closely related to depression and anxiety, two disorders that reflect environmentally-caused or spontaneous changes in the brain's frontal lobe.
However, another interpretation of writer's block, sometimes confused with scant output, is given in the book Silences, by Tillie Olsen, who argues that historically many women and working-class writers have been unable to devote themselves to, or concentrate on, their writing because their social and economic circumstances prevent them from doing so.
The most notable example of this in modern literary history was Henry Roth's writer's block which persisted for sixty years and was caused by a combination of depression, political problems, and an unwillingness to confront past problems.

 Elizabeth Moon - Writers' Block
Writer's block comes in two forms, a specific block (which affects only one project, or one type of writing) and a general block (which affects all writing.) The only way to tell the difference is to try writing something other than the story that died on you.
Luckily, the general block (where you can't write anything, even a note to a friend) is much rarer than the specific block.
Writer's block of this magnitude means that something is draining away all the energy you used to apply to writing.
