The Bell Landfill covers 33 acres northeast of New Albany in Terry Township, Bradford County, Pennsylvania (Attachment 1).
During the 1970's, the eastern landfill was operated by the Terry Township and received municipal wastes until the late 1970's.
Between 1978 and 1979, the Pennsylvania Department of Environmental Resources (PADER) required that the western landfill be asphalt-lined and that an underground leachate collection tank be installed.

Wyalusing was first organized in 1790, twenty years previous to the formation of Bradford county.
It is located upon the east shore of the Susquehanna river, near the south-eastern limit of Bradford county, and is bounded on the north by Herrick; on the east by Tuscarora; on the south and west by the Susquehanna river.
The township is historic ground, the former home of the red man, and the site of their ancient villages.

The drainage of the county is about equally divided between the waters of the Tunkhannock flowing south, the waters of the Wyalusing flowing west, and the numerous small streams which flow north into the Susquehanna.

 Wyalusing Path - Wikipedia, the free encyclopedia
The Wyalusing Path or trail was a historical trace that ran from what is now Wyalusing to the Native American village of Canaserage (what is now Muncy) in Pennsylvania in the United States.
Wyalusing is on the east bank of the (North Branch of the) Susquehanna River in Bradford County and Muncy is on the east bank of the West Branch Susquehanna River in Lycoming County, so the path provided a short cut between the two main branches of the Susquehanna River.
The alternative and much longer route was to follow the North Branch south from Wyalusing to the confluence with the West Branch at the Saponi village of Shamokin (what is now Sunbury, Pennsylvania), then north up the West Branch to Muncy.

In order to identify other possible facilities that could have contributed to the contamination at the Bell Landfill, ATSDR reviewed the 1987 and 1988 Toxic Release Inventory (TRI), a database developed by the EPA from chemical release information provided by certain industries.
The Pennsylvania Fish Commission presently stocks the creek (in the area of the site) with trout, and the creek is heavily used for fishing and waterfowl hunting.
Because sampling data and information are limited regarding the extent of ground water contamination off-site and the location and use of private wells relative to the site, these data and information may be collected to confirm that human exposure via these pathways is not of public health concern.

 Forest Lake Township
Forest Lake Township was formed on 4 May 1836.
Birchardville, named for Jabez and Jesse Birchard, who came from Connecticut to the middle branch of the Wyalusing Creek in 1799.
Birchard owned and worked the land under a Connecticut title (the Connecticut--Pennsylvania dispute over this part of Northeastern Pennsylvania raged for nearly 150 years) and called it "Ruby." Jabez had a small grist mill and distillery as early as 1815 and was the first postmaster, with the post office established in his house in 1826.
