		If I were to give the confederates 4 command groups (the corps) and the union 2 (armies) that would be very unweildy from the union standpoint (issuing commands to six divisions at a time) it would also severly limit the staying power of the union forces.
		I had toyed with using corps commanders to modify divisional commander performance but that would be a fairly static system and would remove the corps as an influence once the battle started and I think the Glasco system superior in that sense.
		Players running corps now have some ability to act on their own and the quality of the corps commanders is represented.

		A commander who is OOC of his next highest superior suffers a negative DRM when rolling for ME activation and may not be included as part of the superior formation's activation.
		It seems to me that the system needed more of these kinds of "historical-operational" constraints as opposed to what might be termed "artificial" ones (systemic constraints such as having to activ ate commands at random).
