Pope Pius XII - Wikipedia, the free encyclopedia
XII), born Eugenio Maria Giuseppe Giovanni Pacelli (March 2, 1876 – October 9, 1958), reigned as Pope of the Catholic Church and sovereign of Vatican City from March 2, 1939 to 1958.
As the war was approaching its end in 1945, Pius XII advocated a lenient policy by the Allied leaders for the vanquished in an effort to prevent the mistakes made at the end of World War I.
The widespread Jewish concern at the history of Pius XII interventions or lack thereof surfaced in Pope Benedict XVI's recent visit to the Cologne Synagogue when the president of that synagogue, Abraham Lehrer, asked that the Vatican's archives relating to Pope Pius XII be opened for scrutiny.

Catholic Culture : Document Library : Pius XII and the Jews: Greatness dishonored
The issue is that of the "silence" of Pius XII in the face of the Nazi extermination of the Jews.
The charge is that with the attempted extermination of the Jews by the Nazis, Pius XII evaded his responsibility to challenge Germany openly, directly, dramatically, and that it was his duty to issue such a challenge, even if it would have resulted in additional deaths.
Pius XII reached the conclusion that an act of protest on his part would not have achieved the slightest result, and indeed would have aggravated the persecution, and that therefore it would be irresponsible of him to do so.

His first measures were some not very successful attempts to repress the brigandage and license then prevalent in Maritima and the Campagna, and the publication of an ordinance that confined again to their Ghettoes the Jews, who had moved into the city during the period of the Revolution.
There is something pathetic in the contrast between the intelligence and masterly energy displayed by him as ruler of the Church and the inefficiency of his policy as ruler of the Papal States.
His rule was unpopular in Rome and in the Papal States, and by various measures of his reign he diminished greatly for his successors their chances of solving the new problems that confronted them.

On the 25th of June 187o he was recalled to Paris, where his mother abdicated in his favour, in the presence of a number of Spanish nobles who had followed the fortunes of the exiled queen.
He assumed the title of Alphonso XII.; for although no king of united Spain had previously borne the name, the Spanish monarchy was regarded as continuous with the more ancient monarchy, represented by the eleven kings of Leon and Castile already referred to.
In his short reign peace was established both at home and abroad, the finances were well regulated, and the various administrative services were placed on a basis that afterwards enabled Spain to pass through the disastrous war with the United States without even the threat of a revolution.
