Proposed by Lin Yutang, and developed mostly by Y.R. Chao and from 1925 to 1926 also by the Preparatory Commission for the Unification of the National Language, GR was proclaimed by the Republican Government University (國民政府大學院 Guomin Zhengfu Daxueyuan) on September 26, 1928.
For syllables in tone three, the y or w should precede the first vowel, except in the cases of iee and uoo, when the y or w should replace the first vowel.
Because r is already used for the consonant and as a tone two marker, el is used instead to signify the Pinyin er.

 Buwei Yang Chao - Wikipedia, the free encyclopedia
Buwei Yang Chao (née Yang Buwei; TC: 楊步偉) was the wife of the eminent Chinese dialectologist and linguist, Yuen Ren Chao.
She was born into the Yang family but was looked after by her aunt and uncle.
Buwei Yang Chao is the author of two notable books: How to Cook and Eat in Chinese and An Autobiography of a Chinese Woman.

Chao's husband was Yuen Ren Chao (1892-1982), a famous linguist.
Chao was also known for the romanization of Chinese that he promoted, the Gwoyeu Romatzyh, whose distinguishing feature is that it indicates tone by changes in the letters used, not by diacritics.
Her daughter Rulan, by the way, is Rulan Chao Pian, Professor Emerita of East Asian Studies and Music at Harvard.

 A Guide to Gwoyeu Romatzyh Tonal Spelling of Chinese
Gwoyeu Romatzyh (also known as GR) is most closely associated with the name of Y. Chao, even though it was supposedly the product of a committee and even though the original inspiration for tonal spelling seems to have been Lin Yu-tang's.
Romatzyh uses y for the final Pinyin writes as i after certain initials, as in Pinyin zhi (Romatzyh jy), chi (Romatzyh chy), shi (Romatzyh shy), ri (Romatzyh ry), zi (Romatzyh tzy), ci (Romatzyh tsy), and si (Romatzyh sy).
Chao tended to indicate the underlying tones of neutral syllables, even though those underlying tones could not be heard.

Chao's phonemicist slogan "pronounce same things the same, and different things different", is one I'd love to enforce on reconstructors of archaic Chinese.
Chao believed that "correct pronunciation" was not terribly important, as long as you mispronounced the same phoneme the same way every time.
Specifically, Chao was spoofing the idea of using alphabetic script to write down the contemporary pronunciations of Classical Chinese texts.

Yuen Ren Chao (趙元任 Pinyin: Zh¨¤o Yu¨¢nr¨¨n; Wade-GilesWG: Chao Y¨¹an-jen; Gwoyeu Romatzyh: Jaw Yuanrenn) (November 3, 1892 - February 25, 1982) was a Chinese phonologist and dialectologist who shaped Gwoyeu Romatzyh.
Born in Tianjin with ancestry in Changzhou, Jiangsu, Chao went to the United States with a scholarship in 1910 to study mathematics in Cornell University, and switched to philosophy later.
When in U.S. in 1921, Chao recorded the standard Mandarin pronunciation gramophones distributed nationally (as proposed by Commission on the Unification of Pronunciation).

It is not quite right to say that Chinese phonologists have not proposed units smaller than onset and rime.
For example, in Y.R. Chao (1968), A Grammar of Spoken Chinese, and in many other works, the Chinese rime is divided into 'initial', 'medial', and 'final' (or 'head', 'belly' and 'tail').
It is possible that people like Y.R. Chao were influenced by segmental languages such as Greek, English, or Sanskrit, and wrongly extended the analysis of these languages to Chinese.
