California's greatest success has been in its elementary schools, where the most concentrated efforts have been made to train teachers on the learning goals and on the diverse needs of California's multi-ethnic student population.
California's leadership must recognize these gains, support its teachers and ensure that the programs supporting these reforms are funded and protected.
