The Yangtze Patrol, plus the Helena, was assembled off Woosung, and held practice during May, with the exception of the Palos, required for patrol duty on the upper Yangtze.
Division 3 was engaged in patrolling the Yangtze.
The Yangtze Patrol, augmented by destroyers of the Asiatic Fleet, and the Houston, flagship of the commander in chief, cooperated with United States consular officials at Hankow and Nanking, rendering assistance in those areas, and standing by to evacuate United States nationals.

  Yangtze Patrol - Wikipedia, the free encyclopedia
This squadron-sized unit of the Asiatic Fleet patrolled the waters of the Yangtze as far inland as Chungking, more than 1,300 miles from the sea, and occasionally far beyond.
During this period most found a tour in the Yangtze to be uneventful, as a major American shipping company sold its interests to a Chinese firm leaving the patrol with little to protect.
In the early 1920's the patrol found itself fighting the forces of deadly warlords and ruthless bandits, then, in the late 1920's, Chiang Kai-shek and the Northern Expedition, created a volatile military situation for the patrol along the Yangtze.

The Yangtze River Patrol Memorial Foundation, successor to the Yangtse River Patrol Association, was created to memorialize the ships and men of the Patrol and to foster scholarship into the role played by the United States Navy in the Far East.
Rear Admiral Charles B. McVay’s Yangtze Patrol maintained a supply depot at Hankow, the midpoint of its area of gunboat operations on the river; a smaller three-vessel South China patrol was stationed at Canton.
The Yangtze Patrol can’t be summarized adequately in just a few pages, but it is hoped that those whose imaginations and interest are fired by the brief descriptions above will find this still-incomplete bibliography a profitable place to begin their exploration into the Yangtze Patrol and the “interesting time” of which it was a part.

Located at the mouth of China’s major water route to the interior, the Yangtze River, is Shanghai, China’s major commercial port.
It was common during the 20's and 30's for a variety of other warships to be used on the upper Yangtze; minesweepers, and destroyers for example frequently made their way up river to Nanking or further.
The Yangtze was wild and unpredictable in many parts, and ships could be driven ashore or smashed to pieces in some of the towering gorges.

The warship engaged in continuous patrol operations between Ichang and Chungking throughout 1923, supplying armed guards to merchant ships, and protecting Americans at Chungking while that city was under siege by a warlord army.
She was reclassified PR-1 15 June 1928, and continued her river patrol operations until being placed in reserve in June 1929 when six new river gunboats joined the Yangtze Patrol.
She was placed in full commission 5 September 1931 in response to the need for additional gunboats to supplement the Yangtze Patrol in relief work for the disastrous summer floods, the worst in the Yangtzes history, which inundated 34,000 square miles of land and left millions homeless.

Besides, the administrative apparatus of the northern warlord coalition along the Yangtze was rapidly dissolving in the face of the Nationalist advance, and there were few police or disciplined troops to face the urban mobs, bandits, and rowdy soldiers floating between the two warring factions.
The 4th Marines' success in defending the Settlement in 1932 and the constabulary naval actions of the Yangtze Patrol convinced the State Department that the continued military presence in China was a useful adjunct of American diplomacy with both the Chinese and the Japanese.
By the end of 1940 the Commander Asiatic Fleet was urging the regiment's withdrawal, and the Yangtze Patrol itself began to abandon the river.

 USS Villalobos I
After a brief period of rest at Cavite from 26 March to 1 April, Villalobos patrolled the coastline between Niac and Laguimanoc and cooperated with an Army detachment from Taal in seizing three bapcas in the barrio of Hanahana and 11 at the barrio of San Luiz, towing them to Taal for not having licenses.
Her third patrol from Cavite, commencing on 14 April, saw the ship transporting stores to the guards at Cape Santiago, Cape Malabrigo, and Cabra Island lighthouses before resuming routine communication duties with Army detachments at Batangas, Lucena, and Laguimanoc.
Thus the former Spanish gunboat commenced her service with the Yangtze Patrol—"showing the flag" on the mighty river of what the Chinese had called "the Middle Kingdom." China, once a power of stature perhaps unequalled, had become a collection of feuding states as strongmen leaders arose in various geographical areas to war on their neighbors.

 USS Wake
With the arrival of Mindanao (PR-8) in mid-June 1929 to assume duties as flagship of the South China Patrol, Guam rejoined the Yangtze Patrol and resumed operations on that mighty river.
From this point on, the Yangtze Patrol gunboaters had grandstand seats on the Sino-Japanese "incident." Guam evacuated Americans from Nanking prior to the city's fall to Japanese forces in December.
By 1939, the Japanese controlled the Yangtze River Third power commerce was at a standstill, and even neutral naval forces were restricted or hampered by the Japanese, who insisted that escorts were necessary at all times and to all places.

The regularity of these naval patrols waxed and waned throughout the latter half of the 19th century depending on the strength of American mercantile and missionary interests in China.
American naval forces were also engaged in anti-piracy patrols and actions along the coast of China during this period.
Following this incident the United States Navy organized the South China Patrol, based at Hong Kong, and the Yangtze Patrol, based at Shanghai and later Hankow.

Based on Shanghai from February 1903, their mission was to protect American citizens and property, and promote friendly relations with the Chinese.
Recommissioned 5 December 1910, Elcano went back in March 1911 to the China Station, based at Amoy until World War I. Recalled to Manila in April 1917, she patrolled off Mariveles and Corregidor until the end of the war.
She continued to patrol from her base at Shanghai, obtaining information on political conditions, visiting ports where American citizens were located, and sending her officers ashore to confer with local officials and American consuls.

Built for duty in the Asiatic Fleet on the Yangtze Patrol, Panay had as her primary mission the protection of American lives and property frequently threatened in the disturbances the 1920's and 30's brought to China struggling to modernize, to create a strong central government, and, later, to meet Japanese aggression.
Throughout Panay's service, navigation on the Yangtze was constantly menaced by bandits and soldier outlaws of various stripes, and Panay and her sisters provided the protection necessary for American shipping and nationals, as other foreign forces did for their citizens.
The Japanese senior naval commander in Shanghai was informed both before and after the fact of this movement.

Technically, we were in China, the first ship of our size and nationality to enter the Yangtze River since the onset of hostilities in 1941.
There was the brownish cast of the water, and the taut anchor chain to prove that we were in the mouth of the Yangtze, as our navigation indicated, yet we were out of sight of land.
As such, we occupied an anchorage in the Yangtze close to the mouth of the Whangpoo River, a place known locally as Woosung.
