Yasuo Otsuka (大塚康生 Ōtsuka Yasuo, 1931 -) was an animator who worked with Toei Animation.
Otsuka first got into drawing when he was a little kid and saw trains carrying off soldiers to the war.
Otsuka currently is running a school for animators in Japan, recently Studio Ghibli produced a documentary about the animator titled Yasuo Otsuka's Joy of Animating.

Otsuka had a long career in animation, stretching back into the 1950s and including work as an animator on 1960's animated Monkey king adventure Saiyuki -- released in the United States as Alakazam the Great -- and Puss in Boots.
However, Miyazaki remains true to the spirit of the character and his cohorts (though we've rarely seen and would rarely see again Fujiko wearing such modest outfits) and plants them in the midst of what is undoubtedly one of the finest action-adventure yarns ever spun for the cinema.

And with his avuncular demeanor and open and likeable personality, it's the ideal medium for presenting Otsuka's work to a wider public, simultaneously serving as a timely followup to Otsuka's autobiography, Sakuga Ase Mamire, which was released in a revised edition three years ago.
Although the material was highly unusual for Otsuka, and he wasn't too keen on it (too fluffy), this series should not be overlooked, because Otsuka was never one to take the easy way out, and the level of quality is just as high as anything else Otsuka ever did.

Another scene done by Otsuka which I thought was really good was the fainting scene.
Otsuka animated the 8-headed dragon in the battle scene which occupies the last 10 minutes of the 1963 film Little Prince & the 8-Headed Dragon, hence the director's comment.
In the introduction to the revised edition of Otsuka's book Sakuga Ase Mamire (Cels Covered in Sweat) which was published in May 2001, Otsuka jokes that he half wanted to rename the book Sakuga Hiya Ase Darake (Cels Covered in Cold Sweat).

Initially, the sole main crew was Yasuo Otsuka (animation director), and a draft of script was provided by Seijun Suzuki and his fellow writers, who were then writing scripts for the first Lupin TV series.
But Otsuka didn't like the draft and asked Miyazaki (who had directed a few episodes of the first series) to direct the film.
What separates his performance here from his other times playing Lupin is that for this film, he flipped the script and showed the serious side of Lupin; he shows us that Lupin doesn't necessarily have to be a goofball-type character ALL the time.

Similar to what Peter Bogdanovich suggests of modern American movie directors, animators are not given the depth of experience that they once were, and as a result, their mastery of the craft is to a less degree than those that built the tradition being inherited.
One comment that Otsuka does make, and repeats about Lupin III is that he likes the ensemble nature of the cast.
