 CalendarHome.com - Year 2000 problem - Calendar Encyclopedia
The year 2000 problem (also known as the Y2K problem and the millennium bug) was a common practice in computer program design that caused some date-related processing to operate incorrectly for dates and times on and after January 1, 2000.
In the C programming language, the standard library function to get the current year originally did have the problem that it returned only the year number within the 20th century, and for compatibility's sake still returns the year as year minus 1900.
Another related problem for the year 2000 was that it was a leap year even though years ending in "00" are normally not leap years.

The year 10,000 problem or Y10K is the collective name for all potential software bugs that may emerge as the need to express years with five digits arises.
This may not be a problem in the year 10,000, as it is highly unlikely that any of the technology or software in use today will still be active at that time (to imagine the technological advances in the next 8,000 years, consider the technological advances in the last 8,000 years).
A lot of date-handling programs during the year 2000 displayed the year as 1800, 1900, 19100, or 100 because the programmers often simply inserted the text "19" in front of a calculation of the last two digits of the year as a shortcut or a way to save memory space.

The problem affects programs that use the POSIX time representation, which represents system time as the number of seconds (ignoring leap seconds) since January 1, 1970.
One billion seconds after 21:27:28 on 12 May 2006 is beyond the 2038 cutoff date, so after this date, the timeout calculation overflowed and calculated a timeout date that was actually in the past, causing the software to crash.

 Year 2000 problem Summary
The Year 2000 problem (also known as the Y2K problem, the millennium bug and the Y2K Bug) was the result of a practice in computer program design that caused some date-related processing to operate incorrectly for dates and times on and after January 1, 2000.
There were no critical problems to begin with, and correcting the few minor mistakes as they occurred would have been the most efficient and cost effective way to solve the problem.

For the average person, a discussion of all the nuances of Year 2000 legal issues can be arcane and bewildering, especially since very few of the legal issues have been settled.
Most important, if you follow the Act’s guidelines and put the required label on your Year 2000 disclosure, then, as a general rule, your statements cannot be used as substantive evidence in a later trial on Year 2000 claims.

Fears of Y2K-related problems at colleges and universities proved unfounded, as even minor problems were hard to find, although officials say that problems could still arise as the new semester gets underway at most schools this week and throughout the month.

As the year 2000 rapidly approaches, an anxious clock is ticking for the world business community: When the twentieth century ends, many software applications will either stop working or produce erroneous results because their logic cannot accept the transition from 1999 to 2000.
This problem is embedded in millions of aging software applications, and the costs of fixing the year 2000 software problem may constitute the single greatest expense in history.
The year 2000 problem is particularly severe and expensive in the data arena, and the costs cannot be measured using either lines of code (LOC) metrics or function point metrics.

Since each state can now levy sales taxes on telecom services, the telecom industry would have to shell out upwards of Rs 10,000 crore (Rs 100 billion) in terms of back taxes, since the matter pertains to a period beginning 1995-96.
Apart from the lump sum of Rs 10,000 crore that consumers will have to pay if the Supreme Court review agrees with the single judge's view, their annual phone bills could go up by as much as 12.5 per cent (the highest VAT rate) on account of sales tax alone.
But the issue is not just that of the telecom sector, as an adverse judgement will affect a host of other services as well, ranging from your humble restaurant bill to even the premium paid by you on your insurance policy each year.
