Forgery is the process of making or adapting objects or documents (see false document), with the intention to deceive (fraud is the use of objects obtained through forgery).
Forgery is one of the threats that have to be addressed by security engineering.
Where the prime concern of a forgery is less focused on the object itself— what it is worth or what it "proves"— than on a tacit statement of criticism that is revealed by the reactions the object provokes in others, then the larger process is a hoax.

Yellowcake - Wikipedia, the free encyclopedia
The yellowcake produced by most modern mills is actually brown or fl, not yellow; the name comes from the colour and texture of the concentrates produced by early mining operations.
Initially, the compounds formed in yellowcakes were not identified; in 1970, the U.S. Bureau of Mines still referred to yellowcakes as the final precipitate formed in the milling process and considered it to be ammonium diuranate or sodium diuranate.
Yellowcake is used in the preparation of fuel for nuclear reactors, where it is processed into purified UO for use in fuel rods for PHWR and other systems using unenriched uranium.

 Forging the Case for War
The first suggestion that Iraq was seeking yellowcake uranium to construct a nuclear weapon came on Oct. 15, 2001, shortly after 9/11, when Italian Prime Minister Silvio Berlusconi and his newly appointed chief of the Servizio per le Informazioni e la Sicurezza Militare (SISMI), Nicolo Pollari, made an official visit to Washington.
By mixing the papers, the stolen documents were intended to establish the authenticity of the forgeries.
But if the OSP is more deeply involved, Michael Ledeen, who denies any connection with the Niger documents, would have been a logical intermediary in co-ordinating the falsification of the documents and their surfacing, as he was both a Pentagon contractor and was frequently in Italy.

The documents were immediately spotted by the CIA and the State Department's own intelligence office as forgeries-the minister whose signature appeared on the sale documents had been out of office for years by the time of the signing date.

The IAEA had ruled the documents a forgery, and former U.S. Ambassador Joseph C. Wilson had criticised the George W. Bush administration as seeking to craft evidence to support a decision to invade Iraq, rather than to accept his judgement that the link was false.
There is some controversy regarding whether or not these documents formed the basis of a 2003 pre-Iraq War statement made by President Bush, which asserted a connection between Saddam Hussein and Africa.
Furthermore, it was a very amateurish forgery, not likely produced through official channels by any state intelligence agency with their vast resources.

The second is that NATO sources have confirmed to United Press International that Fitzgerald's team of investigators has sought and obtained documentation on the forgeries from the Italian government.
The origin of the forgeries is therefore of real importance, and any link between the forgeries and Bush administration aides would be highly damaging and almost certainly criminal.
