In the Ottoman Empire of the 17th century the yerliyya was a term used to describe local Janissaries.
These were Janissaries that had been sent to an urban centre many years ago and had become fully integrated into their surroundings, often playing important roles in the commercial and political life of the area.
In general the kapikulu were far more loyal to the Porte than the yerliyya.

The Ottoman government sent a new force of Janissaries to Damascus to neutralize the existing Janissary force (made up largely of local recruits), which had supported Abaza Hasan Pasha's revolt.
Two units came to exist side by side: the old Janissaries, designated as yerliyya (local), and the new force, known as kapi kul (imperial).
The politics of Damascus were dominated henceforth by the factional conflict between the two contingents.
