Tokyo’s outspoken governor, Shintaro Ishihara, has repeatedly called for the base to be returned to Japan or made available for joint use as a commercial airport.

Airmen from Yokota Air Base, Japan, and Andersen Air Base, Guam, in the Philippines as part of an annual bilateral exercise, are providing real-world humanitarian assistance after mudslides engulfed a village and 1,800 people, Feb. 17.
Yokota's 36th Expeditionary Airlift Squadron, which flies C-130 aircraft, has already transported more than 40 people and several tons of equipment, including a forklift, to be used in the relief efforts.
The Hickam C-17 is the first such aircraft to be permanently based outside the U.S. mainland and is flown and maintained jointly by active-duty airmen and the Hawaii Air National Guard.

 Incirlik Air Base
The Air Force originally wanted to use the base as an emergency staging and recovery site for medium and heavy bombers and the Turkish General Staff and U.S. Air Force signed a joint use agreement for it in 1954.
On Feb. 21, 1955, the base (originally named Adana Air Base) sported the 7216th Air Base Squadron as host U.S. unit, and changed the way the U.S. Air Force’s presence in Europe and Asia was viewed by other countries.
The base was a key contributor in the Gulf War era serving as a hub for operations such as Operations Quick Transit, Provide Comfort and Northern Watch.

If the Yokota RAPCON is returned to Japan, efficient flight routes passing over Yokota could be established, and a realignment of aerial zones might also be possible, the sources said.
But some government officials said given the heavy air traffic over Yokota, there was no room for civilian airplanes, and unless priority was guaranteed for military use in times of emergency, the return would be difficult.
