The new mayor, Yona Yahav, is a former Labor Knesset member, but in June he ran — and won — as an independent, backed by the upstart Shinui Party.
Yahav's main rival, retired general Shmuel Arad of Likud, was expected to win, in keeping with the strong Likud victory in the national election.
Yahav, however, captured 52% of the vote, and his list won six seats, compared with Shinui's three seats in the prior government, to become the biggest faction in the council.

Yahav is a former Labor party member who became acting mayor when Amran Mitzna stepped down to head the Labor ticket in national elections last winter.
Yahav is its first non-Labor mayor, but hails from the militantly secular Shinui faction.

Haifa Mayor Yona Yahav said he does not object to the return of Palestinian refugees to the northern town in the framework of a peace settlement between Israel and the Palestinian Authority.
In an interview to Israeli-Arab newspaper Kul al-Arab, Yahav was asked whether he accepts, "theoretically and in principle," the return to the town of tens of thousands of Palestinians that emigrated from Haifa in 1948.
When asked whether he was not concerned about a growth in the rate of Arabs in the city's population, Yahav said this did not worry him at all.

Yahav attacked the Ministry of Immigrant Absorption, claiming that he was not informed of the ministry's intention to settle the immigrant families in the neighborhood.
Yahav added, “The city of Haifa is a favored destination for immigrants.” He noted that thus far the city has absorbed 75,000 immigrants, including 2,500 from Ethiopia.
Yahav claimed that there is no place in the city schools, and there are not enough social workers to properly care for the 60 Ethiopian immigrant families.

Last week, Haifa Mayor Yona Yahav took a massive step in that direction by telling Israeli-Arab newspaper Kul al-Arab he sees no "reason why some Palestinian residents should not come back to Haifa" under terms of an Israel-Palestinian peace deal.
Yahav's startling invitation could well spell the first shot in a battle to flood Israel with Arab immigrants, and eventually do away with the Jewish majority in this country.
Mayor Yahav's message is particularly poignant as Israel moves towards "converging" on Jewish communities such as Tekoa, Shilo, Bet El and Nokdim, possibly as soon as the end of this year, and eventually on Maaleh Adumim, Efrat and the Western Wall.
