Lapid has yet to add that it is illegal to WORK for such a station, as is with the Marine Offences Acts of Britain and Holland.
Lapid, and his party Shinui (Change) is known for it's anti Ultra-Orthodox (religious) platform, and this is just another of it's attempts to make it's stamp on Israeli society, to make it more " secular ", after years of religious legislation has been forced on the Israeli public.

Justice Minister Yossef Lapid "anticipates a negative ruling for Israel but still believed that government representative should attend the hearings" at The Hague, his spokesman Tashi Moshe said.
Mr Lapid was the only member of Prime Minister Ariel Sharon's 23-strong cabinet to disagree with its decision on Thursday to boycott the hearings on the grounds the world court did "not have the authority" to rule on the barrier's legality.
Mr Moshe said Mr Lapid "also contends that the court does not have any authority to rule over this question, but he thinks Israel must not let its enemies take advantage of the situation" by staying away from the hearings.

But no, Lapid was attacking the government-funded kosher-certification system, by making the point that not only food has to be religiously sanctioned.
And although even Shinui supporters might have thought the ad a little over-the-top, Lapid would probably be the last person bothered by the accusation that he wasn't playing it quite kosher.
