The Youth Training Scheme (YTS) was the former name in the United Kingdom of a course of on-the-job training for school leavers aged 16 and 17 who would otherwise have been unemployed.
Since the training place was guaranteed by the government, and that trainees were to be paid whilst on the course, eligibility for social security unemployment benefit was withdrawn.
The government's response was that the scheme was an effective counter to the drop in apprenticeships and marked rise in youth unemployment seen in the early 1980's.

 Tower Hamlets Wheelers : LCC Awards
The scheme is an initiative sourcing from LB Tower Hamlets Planning and Environment (Transport) who with funding from TfL retained Youth Action UK (formerly Tower Hamlets Youth Service) to develop a scheme that provided cycle training for young people with the aim of giving them enough skills and confidence to cycle on the road.
Youth Action UK (YAUK) first set up a two-day training programme, attended by 10 local adults, including members of Tower Hamlets Wheelers the local bicycle campaign group and the borough's Youth Service, with the aim of developing a pool of local cycle trainers.
Once the scheme members are confident enough to ride on the streets THW offer them a bike buddy to accompany them on their first few journeys helping to build their confidence and be shown new routes.

Youth Minister Ambrose Mutinhiri, a retired army brigadier, told the state-run media that the government's youth training scheme was close to completing a major expansion.
The youth training camps were first set up in ahead of the presidential election of 2002, which saw Robert Mugabe returned to power after a campaign punctuated by violence.
The government said the scheme was intended to instil a sense of national pride, as well as providing vocational skills.
