Yuri Vasilievich Kondratyuk (June 21, 1897 - 1942) was the pseudonym adopted by Oleksandr Ignatyevich Shargei, a pioneer of astronautics and spaceflight.
Kondratyuk's mother, Ludmila Lvovna Schlippenbach taught French at a Kiev high school, and must already have been pregnant when she married in January 1897 (Ignatiy, a Jew, was baptised shortly prior to this).
Convicted of anti-Soviet activity, Kondratyuk was sentenced to three years in a gulag, but because of his evident talents he was sent to a sharashka (research facility prison) rather than a labour camp.

A spacecraft maneuver involving docking and coupling, fueling or transfer in a lunar parking orbit.
The concept of lunar-orbit rendezvous was first discussed by the Russian rocket theoretician Yuri Kondratyuk in 1916 and later by the British scientist H. Ross.
As a means of reaching the Moon’s surface, it has the advantage that the lunar landing vehicle can be designed specifically for this task and be of low mass since all the equipment and supplies for the return to Earth can be left in lunar orbit.

A space elevator, as Kondratyuk saw it, is a geostationary man-made satellite put into space by a rocket where it is positioned over the equator at a height of 30-95,000 kilometers.

However this even conflicts with the historical forward written by two other Russian's Vladimir V. Beletsky and Evgenii M. Levin in their book, Dynamics of Space Tether Systems (Advances in the Astronautical Sciences, Vol 83) published in 1993.
So to me it appears the Russians have been given their due credit and the whole premise that NASA stole the idea and is building an elevator is preposterous.
