Yusufu Lule was greeted by cheering crowds when he arrived back in Uganda yesterday from neighbouring Tanzania.
On Saturday Mr Lule took his presidential oath in a ceremony on the steps of the parliament building in Uganda's capital, Kampala.
President Lule has said free elections will be held within two years -the first in the central African state since 1962.

The Tanzanians installed Yusufu Lule, but he was deposed by June and replaced by conservative former attorney general Godfrey Binaisa.
A period of anarchy ensued, but general elections held in December led to the victory of Milton Obote's Uganda People's Party.

The insurgency began with an attack on an army installation in the central Mubende district on 6 February 1981.
The PRA later merged with former president Yusufu Lule's fighting group, the Uganda Freedom Fighters (UFF), to create the National Resistance Army (NRA) with its political wing, the National Resistance Movement (NRM).

What followed is the now familiar story of the rule of fascist Idi Amin, the struggle against which UPC constituted the leading component.
When Idi Amin was removed in 1979 and the Uganda National Liberation Front (UNLF) led by Yusufu Lule, rather than UPC, came to power, political instability continued until UPC came to power in December 1980.
In July 1985 UPC was overthrown by a military Junta that was in turn overthrown by the National Resistance Movement (NRM) led by Yoweri Museveni.
