Based on the chassis of the PT-76 light tank, the ZSU-23-4 mounts an armoured turret holding four liquid-cooled AZP-85 23 mm cannons linked to a RPK-2 "Gun Dish" 30 mm Radar.
The 23 mm version of this weapon system was known as the ZU-23-2, a towed mount carrying two 23 mm cannons.
It combined a proven radar system, the amphibious chassis of the PT-76 light tank and four 23 mm cannons.

Imagine two Falcons are attacking tank battalion in wooden/urban areas, they have some CBU-87s and Rockeyes while tanks are secureed by 2 ZSU-23-4 Shilkas.
But the Shilkas won't do it, as long as the Viper remains all time in medium altitude.
A situation like this is not very likely to happen, as most air forces are very aware of the Gecko and Shilka abilities and wouldn't use the CBU-87 alone for such a mission.
