Located in the Motagua Valley, this Department contributes to the agricultural diversity of the country with the cultivation of tobacco, melons, tomatoes and grapes that are mainly exported.
Furthermore, to consolidate the Department as a communication route, at the end of the 19th century a railroad was built from the Atlantic that crossed the territory and had important stations in Zacapa, Gualán and Cabañas.
Zacapa has been a link between the capital and the Atlantic coast and in recent times the railroad and the banana plantations have been a strong source of employment for many people of the Department.

Arnoldo Juventino Cruz Soza (the petitioner's brother) was "disappeared" on February 11, 1990, in the community of La Palma, municipality of Río Hondo, department of Zacapa, at approximately 2:00 p.m.
The petitioner identified members of the G-2 of Military Zone 705 of Zacapa as material authors and the former Governor of Zacapa and another Army collaborator as intellectual authors.
On February 24, 1995, additional information was received from the petitioner in which he states that the disappearance occurred at kilometer 138 of the road to the Atlantic, in the community already noted in the initial complaint.

On April 9, 16 agents of the PNC's former Department of Anti-Narcotic Operations (DOAN) were convicted and sentenced to 25 years in prison for the January 2002 murder of Leonel Diaz Valenzuela and Abinail Cerna, and on August 21 an appeals court confirmed the sentences.
In several cases, there was credible evidence that police officers and their superiors altered documentation, falsified evidence, bribed and intimidated victims and witnesses, or otherwise obstructed the investigation and prosecution of police misconduct.
The overcrowding of jails was particularly severe in the department of Zacapa, where a prison designed to hold 140 inmates held 325, and in Guatemala City prisons Pavon and Preventivo, which were designed to hold 2,482 inmates and held 3,525.

Over a year later, on February 3, 2000, Zacapa police arrested the suspected material author of the crime, a former employee of a company owned by individuals linked to Mayor Vargas.(10) MINUGUA issued a highly critical report about the case, which concluded that the legal system in Zacapa had seriously mishandled the investigation.
Errors included the absence of Public Ministry (prosecutors office) investigators at the scene, which impeded the collection of evidence; a week-long delay by the court in notifying the police when the arrest warrant was issued; illegal detention; and exposing a witness to death threats by improperly revealing his name.
As noted by the U.S. State Department Report, these firings in 1999 were "ostensibly" for the workers' participation in the unauthorized strike staged in March 1996.

In May and June 2004 we continued our fieldwork in the departments of El Progreso and Jalapa, and added a new place, Zacapa, located in the Motagua River Valley.
In December 2004 René revisited the areas of El Chical, Sanarate, Los Tablones, and Finca Buena Vista, and also conducted fieldwork in three new areas: Palo Amontonado, San Agustin Acasaguastlan, and El Zapotal, all of which are in the department of El Progreso in the Motagua River Valley.
Although René only worked for 12 days in total among these 9 places, he was able to collect very valuable data, including observations of Neotropical migrant birds using vegetation along the Rio Motagua and at higher elevation in the watershed.

The project will help to conserve the environment in Zacapa Department, Guatemala, enabling families and communities to have sustained access to renewable natural resources.
The area used inappropriately can be expected to continue increasing, as declining yields and population pressure push farmers to expand the agricultural and grazing frontiers further by clearing more forest land.
This clearing is the most important cause of deforestation in Zacapa; the next most crucial factors, in order, are fuelwood extraction, commercial logging, wildfires and forest diseases.
