According to the agreement we signed, the responsibility for the implementation of the SMOLE project lies with two ministries of Zanzibar: the Ministry of Water, Construction, Energy and Lands, where the Department of Surveys and Urban Planning will be the implementing organization, and the Ministry of Agriculture, Livestock, Cooperatives and Environment.
Zanzibar was one of the main areas of development co-operation between Finland and Tanzania.
With the Zanzibar Vision 2020 and the Zanzibar Poverty Reduction Plan as the overall policy framework for Zanzibar authorities, the SMOLE project is aimed at addressing these problems.

The urban elites are the "young men" of one era, but as the gerontocratic hold of the means of production loosens throughout the decades, so does the definition of the "young man." The categories employed are not exclusive and intersect each other in historically specific ways.
Thus Akyeampong describes how alcohol signified the independence of young male wage-earners in the newer urban centers, supplied nearly 40% British administrative revenues at some points, was the means to an independent livelihood for some women, and sustained the initial ties between nationalist leaders and the popular political culture of the 50s.
In stating that the town was much more than the abode of the politically dominant plantation owners, he also proclaims to conservationists that Zanzibar Stone Town was socially, culturally, and architecturally heterogeneous in the past as well as the present, and should continue to be so into the future.
