The Confederate government, however, mistrusted his promises of a strong war policy, and Vance and the government were quickly embroiled in controversies over conscription, suspension of habeas corpus, desertions, and impressment of matériel.

Although many Southern states had suspended the writ of habeas corpus, which guards against illegal imprisonment, Vance saw to it that, while he was governor, no man was denied the privileges of this right.
After the War, Vance affirmed his allegiance to the Union once more and thus one of the wounds of the Civil War, his divided loyalty, was healed.
