Born a native of Xiangxiang, Hunan (湘乡) in 1811, Zeng Zicheng (曾子城) was the grandson of Zeng Yiping, a prosperous farmer with social and political ambitions.
By a special decree Zeng was ordered to assist the governor of the province in raising a volunteer force, and on his own initiative he built a fleet of war junks, with which he attacked the rebels.

The practical aims of the self-strengthening movement were further expressed by Feng Guifen, a protégé of Zeng Guofan, who argued (in essays to Zeng) that: ‘China must learn to strengthen itself (ziqiang) by including foreign languages, mathematics and science in the curriculum’ (Spence 1990, p197).

So in order to stop the Taiping Uprising the Qing Government made full use of this proverb which became, "It took a Hakka (Zeng Guofan) to exterminate a Hakka (Hong Xiuquan)".
