Although not considered an emission by the CARB definition, carbon dioxide is a greenhouse gas implicated in global warming scenarios.
Note that "zero emissions" does not mean that the complete power cycle is non-polluting, except in special cases, since in most cases the energy is provided from fossil fuel plants.
Special cases producing zero pollution in the operating energy cycle would include electric vehicles where an offsetting amount of zero emissions power is provided, especially solar electric or wind generated power.

Legislation enacted in January, 2004 provides a sales tax exemption for zero emission vehicles (ZEVs), which are vehicles certified pursuant to the California Air Resources Board zero emission standards for the model year.
The exemption is NOT applicable to partial zero emission vehicles, which includes hybrids such as the Toyota Prius and Honda Civic Hybrid.
Thus, the exemption is applicable to the sale, rental or lease of a new or used zero emission motor vehicle on and after May 1, 2004.

A Partial Zero Emissions Vehicle (PZEV) is an administrative category within the U.S. state of California for low emission vehicles.
The vehicles constructed to meet the PZEV requirements are called Super Ultra Low Emission Vehicles (SULEVs).
In order to qualify as a PZEV, a vehicle must meet the SULEV standard and, in addition, have zero evaporative emissions from its fuel system plus an extended (ten-year/150,000-mile) warranty on its emission-control components, which incidentally covers the propulsion electrical components of a hybrid electric vehicle.

 Zero Emission Coal
Zero Emission Coal technology is technology for generating electricity from coal without emissions to the air.  It is being developed with the intent to use mineral carbonation for disposal of the carbon dioxide produced, although, technically, any form of sequestration would be possible for use.  
The research is being lead by the Los Alamos National Laboratory together with the Zero Emission Coal Alliance (ZECA) Corporation, although they are not the only ones in the field.
Air emission standards need not be considered since nothing is vented to the atmosphere and no extra effort is required to do so.

Originally, the ZEV program required that 2 percent of new vehicles produced for sale in 1998 and 10 percent of new vehicles produced for sale in 2003 would be zero emission vehicles.
Despite continuing auto company complaints, the ZEV program has been very effective in pushing the development of less-polluting automotive technologies. Advances in electric drivetrain components and battery storage have made possible the introduction of hybrid vehicles and are contributing to the development of hydrogen fuel cell vehicles, which also utilize an electric motor and drivetrain system.
They emit no pollution from the tailpipe and can be zero emission from their power source if they recharge using clean, renewable energy.  Fuel cell vehicles powered by hydrogen fuel are currently in the development stages and will also qualify as true ZEVs.

The biggest involves 11 states, 14 environmental groups and two cities that filed suit in 2003, arguing that EPA should be regulating greenhouse gas emissions from new vehicles.
The plaintiffs argues that as greenhouse gas emissions from cars are largely a byproduct of their fuel economy, regulating emissions like carbon dioxide would indirectly require automakers to improve fuel efficiency significantly.

In the early 1990s, it was widely believed that a change to alternative fuels would be required to achieve the mandate for ultra-low emission vehicles (ULEV) established by the state of California.
The California Air Resources Board now lists more than 90 gasoline-fueled car models that meet the ultra-low emission vehicle standard for the 2002 model year and six that meet the Super Ultra Low Emission Vehicle (SULEV) standard, with more expected to be added during the coming year.
