Zhang Zhidong (Chang Chih-tung), born in Nanpi, Zhili Province, was prominently associated with the "self-strengthening movement" in China.
In 1882 Zhang was promoted to the governorship of Shanxi Province, the first in a long series of administrative posts that would eventually include an eighteenyear tenure as governor-general of Hunan and Hubei Provinces.
The abbreviated formula associated with Zhang's philosophy of reform is ti/yong, or "Chinese learning as the essence, Western learning for practical development." His active promotion of railway development and his enthusiastic sponsorship of the Han-Ye-Ping iron and steel works are among the many projects that characterized his efforts to strengthen the Chinese state and economy.

Zhang Zhidong (Chinese:张之洞; Wade-Giles: Chang Chih-tung; Courtesy Xiàodá 孝达; Pseudonyms: Xiāngtāo 香涛, Xiāngyán 香岩, Yīgōng 壹公, Wújìng-Jūshì 无竞居士, later Bàobīng 抱冰; Posthumous name: Wénxiāng 文襄) (1837—1909) was an eminent Chinese politician during the late Qing Dynasty who advocated for controlled reform.
He served as the Governor of Shanxi, the Viceroy of Huguang, Viceroy of Liangguang, the Viceroy of Liangjiang, and also served as a member of the Grand Council.
In 1900, he advocated for the crackdown of the Boxers.

His attempt to launch China's first iron-and-steel works failed, but he later built a railway that extended from Hankou to near Beijing, and he founded a mint, tanneries, tile and silk factories, and paper, cotton, and wool mills.
In response to China's defeat in the Sino-Japanese War, Zhang turned his attention to education, encouraging study abroad for Chinese students, establishment of a school system, translation of Western and Japanese books, and acquisition of knowledge from foreign newspapers.
He also urged that civil service examinations be abolished, which occurred in 1905.

For a period from mid-1916, the ultraconservative Beiyang general Zhang Xun managed to maintain the unity of the army via collegial contacts and negotiation.
Zhang Xun then occupied Beijing with his army, and on 1 July shocked the Chinese political world by proclaiming the restoration of the Qing dynasty.
The elimination of Zhang Xun soon afterwards destroyed the balance of power between the rival factions of Feng and Duan and inaugurated a decade of high warlordism.

It was widely circulated and received many editions, supplements and revisions.

In 1905, Zhang Zhidong, the Huguang governor, obtained two reconnaissance balloons from Japan and demonstrated them in Wuchang.
Balloon teams were established in the armies of the Hubei and Jiangsu provinces and in October of that year, the Hubei Army balloon team performed a demonstration during its autumn exercise at Taihu.
