The Jiajing Emperor (September 16, 1507–January 23, 1567) was the 11th emperor of China (Ming dynasty) between 1521-1567.
The sudden death of Emperor Zhengde in 1521 created a temporary vacancy for the throne and the 14 year old Jiaqing was ultimately chosen to become emperor and relocated from his father's fief to Beijing.
He was known to be a cruel and self aggrandizing emperor and he also chose to reside outside of the Forbidden city in Beijing where he could live in isolation while ignoring state affairs.

Emperor Hongwu wrote a commentary on Lao-zi's Dao De Jing in 1375, and he thought maybe he should not put to death so many people; but the next year he had hundreds of officials executed for pre-stamping fiscal documents as a convenience.

I voted for Zhu Yijun the Wanli emperor, because while he wasn't as outrageous as Zhu Houzhao (Zhengde), he reigned about three times longer and for much of that time was simply an absentee ruler who secluded himself from his ministers.
Considering and comparing the damage and harm all the Ming Emperors have caused during their reign, i'd rank Shenzong as the worst Ming emperor, 2nd would be Yingzong, 3rd is Wuzong and the last would be Xizong, also know as the carpenter emperor-LOL.
