In early 1949 Zhou Enlai, the new government's Premier, established himself in the old municipal government headquarters in Zhongnanhai and oversaw the repair of the compound's dilapidated buildings and the clearing of its silted lakes.
Zhongnanhai, which translates as the Central and Southern Seas, is also known as the Sea Palaces or, to the Western media, "China's Kremlin." It forms the southern precinct of a chain of lakes and a garden-palace complex.
To "be called to Zhongnanhai" is an expression with powerful resonance among advisers on the make even today.

Zhongnanhai attained political significance during the Republic of China era, when the Beiyang Government under Yuan Shikai placed its headquarters in the Zhongnanhai compound from 1911.
Zhongnanhai served as a government centre again since the early days of the People's Republic of China, founded in 1949, which built many of the structures in the compound.
Since Zhongnanhai became the central government compound, it has been mostly inaccessible to the general public in the same way the Forbidden City was during the imperial era.
